300 units of H40 apartments completed in RPN Kampong Lambak Kanan

BY Izah Azahari

THE Legislative Council (LegCo) session yesterday saw questions put forth by YB Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman with regards to the Town and Country Planning (TCP) Order 2015, the Housing Developers (Control and Licensing) Order 2012, along with the H40 apartments in RPN Kampong Lambak Kanan, to YB Dato Seri Paduka Awang Haji Suhaimi bin Haji Gafar, Minister of Development.

The minister explained that the TCP Order 2015 is a more comprehensive review of the 1972 Act, especially in preparation of development plans, and at present the TCP Order is in the process of being notified. The Housing Developers (Control and Licensing) Order 2012 regulates housing developers who provide housing with the aim of protecting the interests of the public, especially home buyers.

The ministry is also in the process of setting up a Housing Developers Board which will then be mandated with regulations, and is hoped to be enforced in 2019 after all the regulations are in place.

Meanwhile, touching on H40, the minister said there are a total of 300 units of apartment types in the RPN Kampong Lambak Kanan which were completed on February 2018. The H40 apartment includes seven levels with bedroom facilities in each unit with parking space, a leisure area, prayer hall, and lifts in each block.

At the moment, the Ministry of Development through its Housing Development Department is still in the process of monitoring before it is handed over. The possibility of outsourcing or having a Public Private Partnership (PPP) for the H40 is also taken into account and is still in the process of early discussion with relevant agencies.

“With regard to the PPP Project, I agree that is a way to finance infrastructure, especially housing, and at the moment the ministry is testing it out first on one site in Kampong Lugu. If it succeeds, it is likely to be implemented in other sites,” said the minister.
